Shelby County's Emergency Operations Plan (EOP).
Emergency Support Functions (ESFs) to the EOP are functional and expand
upon the concept of operations contained in the basic plan. Annexes
provide specific responses for agencies of government and define their
responsibilities.
The Standard Operating Procedures (SOPs) required for the implementation
of the County EOP are not included because of the voluminous nature
of the SOPs. SOPs are the detailed operating procedures of departments
and agencies and are maintained by those departments and agencies. An
annual review of the EOP will be undertaken by the Emergency Management
(EM) Director and those agencies, departments, county, and city governments
having emergency assignments. The EM Director will insure that
a list of all plan holders is maintained at the EM Office and that
updates are sent to each one of these individuals. This plan requires
fair and equal treatment to all regardless of race, creed, color, national
origin, sex, age, or handicap. The county will conduct all response
and recovery operations using the Incident Command System. The Integrated
Emergency Management System is the cornerstone of the County’s
emergency and disaster preparedness, response, recovery, and mitigation
program. This includes both governmental and non-governmental
organizations that have a role in saving lives, caring for the injured,
recovering the dead, mitigating property loss, and restoring services
and facilities.
This plan, including updates, remains in effect from the time it was
adopted until modified by executive order.
